When the president became ill with cancer and flew to Paris for treatment, Jacques Foccart paid frequent visits to his deathbed to pressure the ailing old man to change his country’s Constitution to introduce a post of vice-president, and to appoint Bongo as his running mate. Bongo was a complete unknown to Gabonese voters in the elections of 1967, so Foccart paid for radio and press slots, flying the young Bongo around the country (still lacking basic roads) to give speeches legitimating Mba’s running mate.
The whites in Gabon had little capital to invest, and the capital of the French state was heavily committed in North Africa. France therefore changed its policy of reserving overseas oilfields for French investors and sought foreign partners to promote more rapid development. Pierre Guillaumat (1909–91), French oil tsar, the boss of the BRP and the founder of the new French state oil company, Société Nationale Elf-Aquitaine, enjoyed good personal relations going back to his days in the Resistance with certain directors of Shell.
The same is true for US oil production in Angola, and Asian oil production in Chad. Neocolonialism explains postcolonial dependency as the effect of continued economic dominance by foreign powers. Yet decolonization was not uniform, nor was neocolonialism a necessary outcome. While France did construct a vast cooperation network to hold on to power in its former colonies in Africa, France was the exception, and not the rule. In the Commonwealth, for example, Britain did not create a “Pound zone,” or a specifically targeted “Africa policy” like the French.
