Taking from these lessons, Chapter 7 analyses, from a broader and comparative perspective, the challenges for the IFIs in a context in which the current neoliberal model became discredited and eroded in Latin America. The regional political scenario is now very different from that of the 1990s and there is a range of elected incumbents who are not only critical of neoliberalism but willing to push for the adoption of alternative models of governance, founded on the rejection and criticism of neoliberal adjustment and externally imposed stabilization.

Explanations that focus exclusively on a single actor definition, namely US national interest, or the dominance of lender of last resort underestimate the genuine importance of the linkages between local and international actors. Of course, the critical economic and political vulnerabilities that most developing countries, especially Latin America, faced in the 1980s and 1990s are key to explain the narrowed margin of manoeuvre that these countries had vis-`a-vis the IFIs.

Some crucial aspects of the policy process, therefore, need to be taken into consideration. For instance, why certain ideas are enforced by the IFIs and implemented on domestic arenas while others are rejected; the ways in which local actors are persuaded to follow certain policy ideas within a range of policy choices; and how policy outcomes are affected by the contexts in which policy ideas are adopted or contested. Moreover, what is perceived to be politically significant in one society might not resonate as strongly in another.
